原文说的是:即使年轻人晚上呆在家里的时间多了,但因为年轻人主要在下午3-6点犯罪,所以政府的措施无法降低严重犯罪率。

所以原文想表达的是:因为年轻人主要在下午犯罪,所以措施无效。

因此,我们需要找一个选项表明,即使年轻人在下午犯罪,措施仍旧有效(降低严重犯罪率)

所以即使如C所说,年轻人呆在家里比不呆在家里更不容易犯罪,但如果他们在下午犯的罪主要是严重的犯罪,则无法削弱原文结论。
