它这么解释的话，就和上面的那道题矛盾了，希望牛牛帮解释下：

这两个结构难道有区别么？？我是真看不出来~~~~如果没区别为什么又出现不同的解释呢？？？这样以来关于and连接对象的问题就没个标准了。。。。。。我原来一直以为，and首先是就近连接，然后根据逻辑意思判断，如果没问题的话就对了，而不会出现上题D中解释的连接对象产生争议的问题！！！！

先声明我可不是楼主样的nn，我觉得关于你问的这两个问题，其实挺难分辨的，如果不看句子逻辑意思的话，我觉得其实就是矛盾的。
我觉得应该看逻辑意思，上边的这个problems 和management是可以平行的（意思上啊）“水的问题和资源管理”；而第二个的as much as 20 percent of……和small-stem material是没有办法平行的，“跟叶子的20%一样多”和“小树枝”平行？所以即便这么写也没有歧义。肯定是说“程度有（叶子和小树枝）的20%”  blabla……   主要是强调有20%之多的有营养的部分都掉了

凑合着看吧，我是这么想的，不对的地方nn指正

A选项中the tubes有in birds和in mammals定语做限定，故不存在后者指代不清，有指代前者的歧义问题，对比OG12-131的energy归属问题可体会
the+N确实有特指含义，在此用特指亦符合题意：
存在于mammals中的tube blahblah,然而存在于birds中的tube blahblah
限定tube的归属，故用特指更好

此题考点并非the+N的特指，B选项主要问题在于：

1.Unlike the river……,in San Antonio……river实物名词与in San Antonio状语比较，对象不对等

2.in the United States, which is no longer the focal point of urban life中",+which"形式紧跟逗号前名词US，不符合句意

in all:

the +N用法：

1.特指（可用定语限制范围）

2.指代前述过的该词，功能类似代词，见OG12-131 energy
