答案是b,但是文中没有说到President's party啊

这题答案是c,为什么跟heavy use 有关系呢?

这儿有一个总统党 和一个非总统党

题目说因为所有被叫停的项目都被那个report指出是无用的 所以这些项目应该被停 政府不是在偏袒总统党

这里面的推论是report里指出的无用项目并非大部分都是总统党辖区里的

因为如果无用项目大部分都是总统党辖区里的,那么总统党辖区里的项目被停的应该更多,既然90%被叫停的项目都在非总统党辖区里 当然政府是有偏袒了

只有heavy use了省下来的钱才够抵消昂贵的仪器钱,要没人来看病那机子不白买了
