    在某州境内,所有城市和大多数乡镇都有禁烟的法律。请愿者用“在全州范围内限制吸烟”的标语拉拢人投票支持请愿行为,但他们对投票者只是提出“你是否愿意支持在全州范围内限制吸烟”的问题。这些请愿者拥护州立法在全州大多数对公众开放的零售场所及政府办公场所禁烟。

题干:

    在什么情况下,请愿者的标语会误导他人,让别人认为会将禁烟法律扩展到全州所有地区。 

B选项的意思是——在乡村地区,只有少数零售场所和政府办公场所对公众开放。这个选项并不会影响在这些乡村地区禁烟,因为,即使公众场所少,也还是存在,只要存在,州立法就可以在这些场所禁烟。因此,不会影响“在全州范围内限制吸烟”的立法扩展到这些乡村地区。
