求助GWD31-Q26,前面好象没有人问~

Which if the following, if true, most logically completes the argument?

 

Aroca
                County
’s public schools are supported primarily by taxes on property.  The county plans to eliminate the property tax and support schools with a new three percent sales tax on all retail items sold in the county.  Three percent of current retail sales is less than the amount collected through property taxes, but implementation of the plan would not necessarily reduce the amount of money going to Aroca County public schools, because ______.

 

A.      many Aroca
                County
residents have already left the county because of its high property taxes

B.       a shopping mall likely to draw shoppers from neighboring counties is about to open in Aroca
                County

C.      at least some Aroca
                County
parents are likely to use the money they will save on property taxes to send their children to private schools not funded by the county

D.      a significant proportion of parents of Aroca
                County
public school students do not own their homes and consequently do not pay property taxes

E.       retailers in Aroca

are not likely to absorb the sales tax by reducing the pretax price of their goods

题目中说目前征的营业税即销售额的3%低于之前征收的财产税,但是不会减少对公立学校的支持,然后B答案说一个购物中心可能吸引外国的购物者,就一个购物就不会使对公立学校的支持减少啦?

然后E就不太明白想报答什么,希望大家可以帮助我~谢谢~

我的理解是,首先是county不是country...题目说这种新的方法并不一定导致向公共学校的资金减少,空格应该找一个说明能为资金有可能变多提供支持的,b选项中的新建了个购物中心,因为新方法是基于营业税上的,所以新的购物中心就带来了新的可提供给公共学校的资金,e选项说零售商不会用降低税前价格的方法来躲营业税,虽然他们不这么干,可提供的资金依然未变,因为本来假设的情况就是他们不这么干,如果他们这么干了,提供资金就减少了。

题目提到的tax以前来源与 property.,现在来源与retail sales ,填空肯定得跟此有关,和parents的税没有关系

这题应该是要补充一个新信息,
现状是current retail sales is less than the amount collected through property taxes
因此这个新信息应该是发生在未来,可以解释这个矛盾现象的发生。
E解释了sales tax会减少,但是没有解释为什么会比property taxes多的矛盾。

我来试着答一下楼主的疑问

A.      many Aroca County residents have already left the county because of its high property taxes

无关选项,因为不管A县的人搬不搬走,房子是不会跟着走的,property taxes一定是要交的。

B.       a shopping mall likely to draw shoppers from neighboring counties is about to open in Aroca County

正确,新的mall会招来更多的顾客,原先不够的3%的销售税将来在乘以更大销售额的基础上会带来更多的revenue

C.      at least some Aroca County parents are likely to use the money they will save on property taxes to send their children to private schools not funded by the county

无关选项,除了父母,私校等无关因素外,开头的at least some就说明这部分人群不具代表性,不能构成支持或反对。

D.      a significant proportion of parents of Aroca  County public school students do not own their homes and consequently do not pay property taxes

无关选项,似乎支持了用sale tax替代property tax的观点,但无法解释原题:3%sale tax目前不能收上来的钱比用property tax收上的钱少,但仍然要推行这个政策。个人认为该题主要问的是finacial的gap是怎么弥补的,如果从其他角度来解释都不够直接。

E.       retailers in Aroca County are not likely to absorb the sales tax by reducing the pretax price of their goods

无关选项,先直译一下:A县的零售商不会通过降低税前售价的方式来承担销售税。潜台词就是消费者最终付的钱数没有因为tax而增加,原来标价1块钱的东西现在变成0.97块了,付款的时候加上3%的税还是付1块,tax的负担由商家埋单了。这最多能说明新策略后总的销售额不会因为赋税而下降,没法解释为什么总零售税额能达到或超过地产税额这个预期。
