我的疑问：A里的分词修饰没有错误吗？

看起来 可以 同时修饰从句主语policy makers、主句主语Many financial experts 啊，

这样不就修饰对象不明确了吗，导致逻辑含义不对啊？！

这个是在that 从句里的啊，只能修饰从句主语policy makers

that后面的全都是believe的内容啊。
