这题答案是A,可是我觉得不太合理。A说manufactures专注于研发新药,没说新药一定上市,人民一定购买,所以per capita expenditure for prescription drugs continued to increase 是没道理的啊。

有一定的gap,但都可以引用一般常识加以推论得出结论。

关键是其他四个选项完全不对,所以引用一些适当的常识假设是可以的。

(单价X用药量)/人数=人均用药价格。人均用药价格上升,可以是人口减少,或用药总量上升,或药单价上升(即分子增加或分母减小)。A中用新的贵的药代替了旧的(按规定)不能提价的药,所以符合分子增加的要求。
