措施达到目的的题，削弱措施似乎只有两种方法：1.措施不可行2.措施达不到目的。所以答案中必含措施选项。我认为选C，广告的作用已经达到，再增加其投入是没有效果的，即措施达不到目的。

A选项说道市场份额和销售额。似乎与问题的措施和目的都没关系

E的意思就是便宜了也没人要，我当时跟LS是一个想法，关键LS是不是也被slight decline 给迷住了？
