proposing instead a series of small steps, 应该由POLITICANS 完成，所以subject 应该是POLITICANS,而不是PLAN, 另外，如楼上所说：an ambitious plan不能做为reaching a decision的施动者

典型的逻辑主语问题，做熟悉了以后，D/E就是应该首先被排除的。

然后A/B/C并列的看找差别，用to do 表示目的，C中的for protecting首先落选。

然后比较A中的which很无语，就近修饰other endangered fish，逻辑意思不对。

然后就是选B了。
