lz是在纠结bc选项~

看原文意思应该是政治家决定延期一个plan，取而代之propose一系列小的step

然后lz就在想拿propose不应该跟decide 有点同样地位的意思嘛。。b选项proposing的话就是分词伴随了貌似

是的我知道c选项plan for很囧~。。。。

B吧。伴随使用的没错。intended 做定语这个使用的正确
C ,intending 修饰propose或者decide 这个不符合逻辑。and they 使用的wordy
