答案是B，intended作定语修饰前面的steps,过去分词表被动，那怎么翻译呢？被想要？被打算？翻译不来，求Nn指点

综合各种观点，关于BC，我的看法如下，hope it helpful:
1、BC两个答案都无硬伤！B取胜的原因在于没有歧义和冗余
2、比较BC
（1）C的“and instead”的and多余
（2）B的“proposing instead”简洁性上优于C的“ instead they proposed”
（3）instending的主语必须得是人，所以C的用法无错，但是因为用逗号隔开了，所以就出现了到底是修饰politicians还是steps的歧义，当然这个歧义比较好排除；但是关键就是B选项的instended用法无错，因为instended to be/do用法就是“sth be instended to be/do sth”，在此题中其主语就是steps。而显然在这方面B又比C好。
综上由于BC无硬伤，而B更简洁且无歧义，选B

总之一点！beintend to be/do sth的主语是sth就是了~呵呵~我觉得看翻译看不出来什么

表示赞同；instead是adverb，很显然如果去掉and后面就run-on了，所以楼上提出的and多余不成立
但是换个角度，如果说comma和后面的subject多余的话也许会好一些？因为and后面连接的是independent clause，跟前面没有关系的clause，但是这里后面是对前面logically 的一个补充，所以没有必要单独成为一个句子。
