C for protecting不如to protect ，而且后面的intending变成了proposed的伴随，而原意是修饰steps的

我倒是想问一下后面那个instead的用法……

另外，我认为C中的‘and instead ’不对，两个词不可以连用的

1.时间上有先后顺序的两个动词（这里是postpone和propose），如果其中的一个被改成现在分词做伴随状语，这是典型错误。。新东方说的
  2.而且plan for protecting和plan to protect是efficiency的问题，而上述则是correctness的问题   优先考虑correctness原则  
那么应该选C
