感觉C中intending所modify的对象不确定，可能是they也可能是steps。

同意楼上说法，另外 instead 含有转折的意思，即 but，那么C 中的 and instead放一起 就矛盾了。

第一步看到划线前面reaching a decision发起者必须是人，de排除
比较abc, 发现protect在c中不是原型，比较ab, 当然b中的proposing比那一大堆乱七八糟的好，所以选b

和and是不行的，因为逻辑说不通，但是but instead + verb 是可以的，but 在这里是连词，instead 是adv，但是 but instead + noun / doing 就是错的了，因为but 在这里做介词。希望能帮到你~

不是吧intending做伴随状语，逻辑主语是they（they intend to do something），没错呀，C应该不算错，只是没有Ｂ好吧

应该的确存在intending所modify的对象不确定的问题，一下整理自PREP 07语法笔记
当分词前面出现逗号时，则会出现三种情况

1.修饰紧邻名词

2.修饰主语

3.修饰前面整个句子。

具体如何修饰需按逻辑含义判断

此处按照逻辑含义判断，small steps 和politician都可以intending，因此存在歧义

2. 表示目的所以应该用plan to do sth, 而不是plan for doing sth, 所以C 排掉
3. AB 比较，A不好，endangered fish, instead of which,这个which修饰fish了，所以错误。B很好Proposing是伴随状态进一步解释
