1. Finally reaching a decision ，所以逻辑主语表示应该是人，所以在ABC中选择
2. 表示目的所以应该用plan to do sth, 而不是plan for doing sth, 所以C 排掉
3. AB 比较，A不好，endangered fish, instead of which,这个which修饰fish了，所以错误。B很好Proposing是伴随状态进一步解释

关于第二点，认为plan for 无法排除C选项，因为这里是an ambitious plan for protecting 这里的plan是名词而非动词，这种结构是正确的，例句（来自China Daily）：
She respondsbest when sheknowsyouhave a plan forgetting a taskdonefast

感觉C中intending所modify的对象不确定，可能是they也可能是steps。

这样子的话，为什么B中的proposing就没有问题，它modify的对象为什么就确定呢？

综合各种观点，关于BC，我的看法如下，hope it helpful:
1、BC两个答案都无硬伤！B取胜的原因在于没有歧义和冗余
2、比较BC
（1）C的“and instead”的and多余
（2）B的“proposing instead”简洁性上优于C的“ instead they proposed”
（3）instending的主语必须得是人，所以C的用法无错，但是因为用逗号隔开了，所以就出现了到底是修饰politicians还是steps的歧义，当然这个歧义比较好排除；但是关键就是B选项的instended用法无错，因为instended to be/do用法就是“sth be instended to be/do sth”，在此题中其主语就是steps。而显然在这方面B又比C好。

综上由于BC无硬伤，而B更简洁且无歧义，选B

这里的C用intending其实不太好，因为ing分词最好的用法就是在句末引导结果状语，所以它既然出现了，你就不要认为他存在二义性的问题，就把它看成是结果状语来理解，但是intending是你放弃一个plan提出一个新plan的必然结果吗? 注意，是结果! 保护鱼->提出方案，而不是提出方案->保护鱼。所以，这里用结果状语显然意思上不合逻辑，所以C不正确。

解释我越看糊涂了。。明明可以好吧，参考Manhattan idioms那章instead例句，they avoid the arcade and instead went to a movie
