B is wrong.

B: They agree that the EEOC ruling on maternity-leave policy had an initial impact on employers’ creation of maternity-leave programs but disagree over whether the Supreme Court’s striking down of the EEOC ruling weakened that impact.

But in the original article, it is said that "Yet perhaps because the Supreme Court later struck down the ruling, politicians and scholars have failed to recognize its effects, "

Which means that the politicians, business leaders, and scholars don't agree that the EEOC ruling on maternity-leave policy had an initial impact on employers’ creation of maternity-leave programs

B is wrong.

Because the last sentence of the article said "Yet perhaps because the Supreme Court later struck down the ruling, politicians and scholars have failed to recognize its effects, assuming that employers adopted maternity-leave policies in response to the growing feminization of the workforce." 

But choice B: They agree that the EEOC ruling on maternity-leave policy had an initial impact on employers’ creation of maternity-leave programs but disagree over whether the Supreme Court’s striking down of the EEOC ruling weakened that impact.

这里学者认为是是growing feminization of the  workforce,误认为女性劳工才是老板妇女产假

政策的原因 ,但作者的观点是have failed to recognize its effects,意思就是学者没有看清 Supreme Court’s striking down of the EEOC ruling weakened that impact  

全篇文章作者的观点只在  Yet perhaps 后面才表述出来,之前都是说学者怎么认为

而D中 disagree about employers’ motivations for doing so.开始学者认为他们不是自愿的,但作者根本就没有反对这个观点

所以我觉得还是B要好些

The answer should be D.

B: They agree that the EEOC ruling on maternity-leave policy had an initial impact on employers’ creation of maternity-leave programs but disagree over whether the Supreme Court’s striking down of the EEOC ruling weakened that impact.

In lin 24-27:

 As early as 1973,

a survey found that 58 percent of large

  (25)      employers had responded with new

maternity-leave policies

(remember, this is the employers' opinion, but not that of the politicians etc.)

Also look at line 1:

 Many politicians, business leaders, and scholars discount the role of public policy.(Line 1) -------> This is the group of people's opinion. Whether they believe that the initial impact ever happened is never mentioned in the context.

经过全文逐字推敲,同意选B。

Also look at line 1:

 Many politicians, business leaders, and scholars discount the role of public policy.(Line 1) -------> This is the group of people's opinion. Whether they believe that the initial impact ever happened is never mentioned in the context.

只是说学者对公共政策打了折扣而已,说明他们还是认为有某些影响,只是不那么强烈,但并没有说had not an initial impact

 如果按discount的理解,那题目就应该问 the extent 之类的才对呀,说选项为

They agree that the EEOC ruling on maternity-leave policy had an  impact to  extent  on employers’ creation of maternity-leave programs 如果是这样的问法,我想应该会排除B,(to  extent 好象ETS 经常喜欢出题目呀)

They agree that the EEOC ruling on maternity-leave policy had an initial impact on employers’ creation of maternity-leave programs

mbz,你说的那条很有道理,但我觉得不足以构成排除B前面的

I vote D, In B, had an initial impact (maternity-leave already exists before EEOC)
