限制是“reduced the population by 5%". So, it means somehow hunters had reached the 5% earlier than the hunting season for years.  Their ability of hunting the geese are proved to be good. So B supports the conclusion.

Although snow geese are a popular quarry for hunters in the southern regions where they winter, the hunting season ends if and when hunting has reduced the population by five percent, according to official estimates.

b.It has been many years since the restriction led to the hunting season for snow geese being closed earlier than the scheduled date.

清晰地指代文中的the hunting season ends if and when hunting has reduced the population by five percent

Since hunters are so good at it, then if the restriction is removed, they will be able to hunt a lot of geese。 Thus it supports the conclusion.

There's no reason to assume, the hunter didn't hunt enough geese so the hunting season ended earlier.

Sorry I have to point out that your understanding is wrong here.

Please take a look at choice B below:

B) It has been many years since the restriction led to the hunting season for snow geese being closed earlier than the scheduled date.

It means that for the last many years, people did not hunt enough to meet the minimum requirement to shut down the area before deadline.

B is hence an obvious choice.

Ah. I guess that the mistake is from the understanding of "it has been....since...". You are right. I took it as "it has been...that...".  They are exactly the opposite.

因为 it has been....since...

for hunters in the southern regions where they winter.

open to discuss.

楼上,它们跑到其他地方也不会对当地其他鸟类构成威胁了,文章关键点落在"dropping this restriction would allow the other species to recover."

排除D只剩B可以选了,但是我想问一下mbz, it has been many years...since...
