I choose B，这题 首先 Something must be done to ease traffic congestion 这个是结论，也就是提出一个问题 ， 然后state俩个fact：
1.
  In traditional small towns, people used to work and shop in the same town in which they lived;
2.  but now that stores and workplaces are located far away from residential areas, people cannot avoid traveling long distances each day.

最后一段BF So new businesses should be encouraged to locate closer to where their workers would live. 是从这两个fact, 或者evidence
可以得出的一个推论

现在我们再看B
(B) art of evidence that the argument includes, （。。BF1) and inference that can be drawn from this passage（。。BF2). 

CDE 不对因为 这题没有 conclusion, 只是sugguest 一个 method, A 不对因为这个只是party of the BACKGROUND 或者evidence. 因为 1，2是并列的

不是说 inference 和 conclusion 不能并存吗？

和B相比，认为A更好一点，第一句不算是evidence,因为并不能直接支持结论，似乎和结论并无太大关系，去掉这句，其实也可以得到结论，所以觉得并不是evidence。
