我选B, 因为

1) 首先结论到底是什么? 是第二BOLDFACE,因为: 一定要有行动 + 过去的情况(不堵塞) + 现在的情况 (堵塞) = 所以, 结论或inference: 采取行动想以前一样.

2) 加号连接的内容都是必要的推论条件, 所以第一BOLDFACE是条件, 而非BACKGROUND.

问题的关键是E中的SURPORT 不对,明显是个suggest or solution .是方向性的总结才对.第一句只是前置的midconclusion.才对.

the first is more like a generalization that author states, it is not like an evidence

the second is a recommendation that author suggests and can be seen that author concludes the entire situation to that recommanation. its not SUPPORTING the conclusion, its more like it IS the conclusion

the first one is stated so the recommendation is advanced relative to this info.
