想问的是D里说20％的人将不走原来的路。 那么，还有80％的人会交钱的啊，这样如何说plan没有效果呢？

但是产生怀疑，不是一定就要weaken了阿，总觉得20%有点少啊

开始的时候选择c,觉得虽然很短期的没有效果，但也是weaken了一段时间啊，不过现在觉得weaken应该是确定了的长期的，这样d就有点不是很合适了，谁能指点一下呢，谢谢
