Twenty years ago, Balzania put in place regulations requiring operators of surface mines to pay for the reclamation of mined-out land. Since then, reclamation technology has not improved. Yet, the average reclamation cost for a surface coal mine being reclaimed today is only four dollars per ton of coal that the mine produced, less than half what it cost to reclaim surface mines in the years immediately after the regulations took effect.

F:政府出台政策不准挖煤的在没被批准的地里挖，要不然就罚钱，所以一些挖煤的科技就不被允许使用了
现象：然而，现在平均挖煤的成本是4刀没吨的煤比当年那个政策出台后那些年的成本还少一半
Q：怎么解释挖煤成本的下降
A 跟其他城市比，跳出范围
B 用煤量少了，感觉也解释不了成本下降吧？少了的话，感觉物以稀为贵，之后要用反倒还更花大价钱（思路可能不太对，但是还是觉得这俩没啥关系）
C 不在山区挖煤了，在成本低的地方挖煤，所以成本才不高哇，可能就是煤老板们有经验了，找到一些比较省钱的煤矿，有道理
D 像是在陈述文章一样，并没有解释原因
E 来自哪儿有啥关系？驴头不对马嘴

P:最大的花店的10%的收入来自于卖那个种子
C：所以人们就觉得那个种子是最受欢迎的
思路：削弱，样本特殊啊，他因都可以
方向：大花店并不能代表所以的花店，可能那个大花店里20%的收入是来自于另一个种子呢？没说清范围不对；或者那家大花店经常对那个种子搞促销，买一送一，人们并不是觉得喜欢那种花，只是觉得划算罢了，没折扣就很少有人买

3.       地方降薪
一公司在各个区域的各分公司的总体平均工资降低了，在某地区的该公司员工很可能会到别的地方找工作因为工资低于平均的工资。
问：削弱
P:一公司的其他分公司的总体平均水平工资降低了
C:所以因为工资低于平均工资，一个地区的员工可能回去其他地方找工作
思路：削弱
方向：那也不一定，可能经济萧条，基本上地方的工资都降低了，工资也差不多，去不去其他地方工资也没啥变化，还不如老老实实待在这里，说不定熬久一点，还能凭工龄加薪呢
