题目里好象没有说1992年以来非法捕捞平均量在STEADILY增加吧，这个STEADILY是很有问题的啊。

A的意思是，非法捕捞并没有多到让龙虾数量急剧减少的程度。这样就正好说明了题意，因为龙虾总数量不变，合法捕捞减少的龙虾数量就正好被非法捕捞的人给弄走了。

要不是11题只有A看上去像的，俺才不会选这道呢，not so .. that.. 的作用太不确定了。
