Also - after confirming A is the best answer - read again the question you will find: "the poll result indicated this should fail" because -

here after the word because, we expect to see something related to "poll result". A is talking about poll result and E is not.

you can expect the poll to be asking these two questions among all others:

1. do you favor expanding ... yes/no

2. if yes - what's the primary benefit you will experience?

(a)train will be faster

(b)less congestion by car

(c)blah

(d) blah

and most people saying yes to question 1, chose B for question 2.

E has nothing to do with poll result

我今天也碰上这题我选A

今天考试还碰上怪事考V考到一半就断电 NND

害我心情大乱后来在试场外等了15分钟才回去

一坐下感觉全没了…只好取消成绩

mariezhu's choice sounds correct. E only mentin "some people", which could be more and could be less, so it is difficult to derive something.

题目根本不在涉及调查的人的想法情况.

这个plan成功的关键是是否可以达到减少阻塞的目的.如果交通人口随着铁路扩张而增多当然无法使goal 达到了;

人们即便没有有自己想用highway的想法，扩张铁路也能带动一部分人去坐火车也同时能达到减轻堵塞。

想不出为什么你们会盯住a ?
