题目问不能减少阻塞。没有指明是在highway上的阻塞。 我想大家是在这里错掉了

题目问的是that expansion of the rail system would be unlikely to achieve its goal of easing congestion, because______ 答案的重心应该在 削弱减轻阻塞上面而不是在调查的人上面 。调查的人的动机怎样不能影响到扩张铁路的有效性。因此不能为正确答案

e的意思是 铁路的扩张使得更多的人（原来不需要用rail的人开始用ｒａｉｌ了　破坏了原体的假设－－－交通的人总数不变。　因此削弱了achieve its goal of easing congestion的结论。

题目说计划即使成功,也不能实现大家缓解堵塞的目的,原因是__________

问题看你怎么理解堵塞, 题目中讲的明明是as a means of significantly easing congestion on the province's highways

另外,就算有some people开始乘火车了,E选项也不能证明火车congestion啊,最多只能塞得"煮饺子"吧
