先交学费再发I-20？

我现在已经把所有的申请程序都几乎完成了， 但有间学校叫我先WIRE THE TUITION（交学费？？）， 再发I-20。 如果这样， 那我拒签了怎么办我已看过表格上也是按这个步骤的。
请问有谁是这个情况的吗我该怎么做呢？？

什么学校啊， 这么刁钻？ 一般都只要交TUITION DEPOSIT的。

我已经提供了存款证明了也跟他们说明了问题， 他们是这样回我的~~：
