题目说的是这个安装电话可以使得咖啡农民获利,问加强。
而选项b说的是没有fixed-line telephone service,because解释为什么没有!
题目在问这个措施能否获利,跟有没有无关。
而a选项说的是没有这个service他们就被迫将咖啡卖给这些当地的买家,而外地的买家通常会给更多的价格!
所以b才是无关的选项

a选项说农民因为没有能联系外界的方式只能以买家想支付的任何价格卖掉,显然这里的农民是有电话需求的,所以选a. 而b可以说是无关选项。说别的公司没有提供电话服务,那么就算这个公司提供服务了,该地没有需求也一样不会盈利,所以b无法解释。
