In the beginning, the author praises for the Shanghai free zone because the zone stands for the bold reforms made by Li Keqiang, China's prime minister. However, the author points out that the ideal of reforms is excellent, but the reform pace is too slow.
The first obstacle is that the experiment won't have huge effect unless it spread to other parts of the nation. However, the other bureaucracies, such as central bank, will not easily let these reforms spill over to rest of the country.
The second one is that many foreign companies that settle up in the free zone don't really benefit because there are still many restricts for them. For example, the negative lists are too long.
The third one is that the ongoing investigation on official corruption makes administrators reluctant to conduct bold policies.
