关于方案推理模式划分的问题

PREP87：Two years ago, the government of Runagia increased by 20 percent the government-provided pensions paid to Runagians over 65.  The aim of the increase was to stimulate the economy in the rural regions of the country, where most pension recipients live.  Statistics, however, show that there has been no increase in economic activity in those regions since then, but that there has been noticeably more spending in the urban areas.
Which of the following, if true, most helps to explain why the increase resulted in the unintended state of affairs described?

A. Until the pensions were increased, many Runagians over 65 in rural regions had been receiving support from their children who live in urban areas.
B. The pensions were increased when the number of people below the poverty level in rural areas of Runagia reached an all-time high.
C. City-dwellers in Runagia rarely travel to rural regions of the country.
D. The Runagian postal system is so inefficient that it can take up to three weeks for pension checks to reach recipients in rural areas.

他的解释：判断推理模式：

前提: 政府现在多给65岁以上的老人提供多20%的养老金

结论：政府这么做的目的是为了刺激农村地区（老人住的地方）的消费。

由前提和结论的关系我们能看出比较像是前提中是方案，结论中是目标。这里我们可以横向对比一下本题和86题。同样都是一样的“方案”，在86题中的结论是老人们的经济可以better off，显然和“方案”之间的因果关系比较直接。而在本题中，结论是刺激农村地区（老人住的地方）的消费，和“方案”之间的关系不那么直接，所以可以认为是一个目标，故而本题可以判断为方案推理。

请注意，以上两道题目虽然内容差不多，甚至连答案都差不多，但实则还是有本质区别的。大家在判断的时候，一定到尽量保证判断准确，方可不失不必要的分数。

我的疑问是：
像这道题目中提到了方案，也在原文中说明了这个方案不可行，也就是达不到刺激农村地区经济的目标，但是推理模式还是被判断成为了方案。但是在Helr笔记里面说到，如果方案在原文中已经被论证过了可行性，那么推理模式就一定不会是方案了。所谓，被论证过可行性是不是要求一定是可行的？像这道题目中一样，方案不可行的还是可以继续被论证也就是被划分为方案推理？
和这道题目很相似还有PREP86，两题内容相似但是推理模式，86被划分为了因果，但是很奇怪的是，86题同样也是方案被论证过了不可行。所以。。求NN解答我对于方案和因果的纠结，还有方案的划分。。
