答案是D, 我觉得A 没什么不好啊.  第二句话怎么是judgment 而不是 evidence了? 另外perservation 目的就是maintain viability吗?

我开始也选A,后来发现题目中ill-conceive是指plan而不是这个想法,所以A错了

另外想说明一下, 这道题前后的stragety 有shift. 前面说的是Environmental organizations preserve the land from residential development.

后面的是preservation srategy

太搞了点.

bechanged，而实际上第二种strategy就是要保持这种situation，通过assist the farmers
tomodernize their farms to maintain viability, 从而 these farmers will never actually sell any of the land,

进而 preserve the land  from residential development.

所以E错。

答案应该就是D。D非常tricky，须仔细读，strategies for achieving which are being....是修饰goal定语从句，不是presents的宾语。E选项第二句话不对，“如果X那么Y”是a judgement（论断），不是situation。
