But they don't realize they should expand the already giant ones.
Aggolomeration Benefits:
Concentration of comanies and workers make imgeration into big cities more important.
But provincial government can benefit from creating new big cities by incorperating suburban land, even Beijing and Shanghai do.
High-value services will rise up in Beijing and Shanghai, which is quite different from that in new cities.
According to the law, Beijing and Shanghai are still too small.

Mushroom Cities:
There are disadvantages of living in megacities: rising cost for company and for employees, low living standard.
Compared to misguided policies, these risks can be avoided, by organically respongding to changing conditions.
