这道题给出的分类是因果,为什么不是方案啊,明明是给出一个方案,然后问削弱方案的选项啊,是对方案的评估啊,答案选B,就是方案可行性方面进行答题啊,谁能告诉我为啥是因果啊,万分感谢,跪求高人,不甚感激!

方案倒是给出来了,不过这个题目在后文中论证了方案的可行性。如果你分类成方案推理,相信你是这么做的:
目标: to improve the long-term savings rate of its citizens
方案:Levaska’s government has decided to introduce special savings accounts

这么写没错,但是后文中写道了,为什么这个方案能达成目标呢?是因为如果你要是存的话,可以免税,如果你要是半途取出来的话,就要罚钱。所以本题属于因果推理,从方案可行性的角度论证了方案的存在性。

I guess your judgement depends on the literal sequence.
It is a wrong action.

If this question were a cause-effect type one, the  stimulus would tell you "the plan has been success" or "the plan will be success" or whatever telling you the success of the plan is definitely a true thing. Then, the author will render the cause of this success as his conclusion. We cannot see such pattern or logical structure in this question.

But, in this question, "in order to improve the long-term saving" is the aim of and the effect of the plan . We do not know whether the plan will definitely success. The author give some reason underling the plan to support the success of the plan's aim( you can also see it as effect) and persuade you to believe it.

Thus, it is a conditional reasoning(you can all it 因果. They are the same thing).
