这是个相关因果推理模式：
      前提：accelerators out of service.文章的数量减少了，
      结论：accelerators导致文章的数量减少了。
削弱模式：1,因果无联系，举出另外一个时期，文章数量减少，儿accelerator却没有out of service.
               2,中间因素问题：accelerators out of service导致X, 而X导致文章数量减少。
               3，独立第三因素：其他原因导致的，比如说：E选项。
               4因果倒置，这两个事情发生的巧合是因为：是文章的数量减少导致accelerators out of service
然后：D选项说PA可以为多个实验所用，那么科学家岂不是可以做更多的实验，那么试验相关的文章也会增多呢。
我觉得楼上的理解有误，因为题目说了一个事实：是out of service,所以答案不可能是反对文章中的事实的吧？也就是PA的可利用没有降低是不对的。

B。 科学家得到PA，需要等待的平均时间在过去的几年减少，也就是变象说明PA没有减少。加强。
C。 杂志数量一样。加强
D。 PA可以为多个试验所用。那么不存在，PA少，所以文章少了。也是加强。
E。 近期编辑方针的改变是的文章被发表的可能性变小。这个给出了结果的其他原因，给出他因。削弱。

逻辑链是说。。。文章数量的减少，原因是PA数量的减少。
果因。
D 排除了这个原因，因果没联系。

可是原文说的是several，意思就是A少了。而D选项说一个A可以同时被很多人使用，难道不是属于切断因果的削弱吗？【既然可以同时被多个人使用，意思不就是少了一些A并不影响使用吗。】
此外，我觉得B也有weaken的效果啊？（等待time少了，那么利用率就增加）

D是in any given year，而不是this year 和last year的对比。如果是后者就可以考虑。但就算是后者，也应该选E因为E更符合原文的推理背景。
因为BD都没法解释论文数量下降这一事实而E可以。
