C is the OA.    'What it was' 是正确答案，it指代rate of incrase, was跟前半句was平行，很好！

1题，应该比较好理解，相对正确的选项在B和C之间选择。那么为什么不选B呢，it 在这里指代的就是In the 1980’s the rate of increase of the minority population of the United States，所以B选项是自己和自己比较，显然无法合乎逻辑。C选项what it was是名词性从句只是个名词，所以简单的说就是what in 1970's，而不是it in 1970's。而what it was in 1970's，我们可以抽象的理解为：本来是1980‘s 的rate of increase 在1970’s所体现的数率。两者数字不同，本质一样，这样比较对象就一致了。

2题，这道题其实应该第一选择就是D选项，因为这是唯一表达正确的选项。其实就是land values in most parts of the pinelands rose almost as fast as those outside the pinelands.和 land values in most parts of the pinelands rose almost even faster than those outside the pinelands。两句合并的。重要的表达方法为as fast as 和 faster than，所以只有D是表达正确的。
但还是要说说为什么不能用what they did，这如LZ所说 they 指的是land values ，did指rose是实意动词，和was不同，was是系动词，系动词两边相等。所以，what it was 中what和 it 性质相等，所以作为比较对象和比较的主体是一致的. 而what they did 中what 是 they did的宾语，和they完全不对等，所以和比较对象主体也不对等，所以是错的。

what引导名词性从句， 可以当做定语从句理解 what =  something that  

比如 what you have done 其实就是  something that you have done

综上所述   既然叫名词性从句  其实what从句就充当名词   

我们回头来看题

第一题  what it was   指的是名词 rate

第二题  what they did 不能指代动词 rise

提供一个人的看法，除了what的用法外，楼主题关键之处在于比较，而比较的关键在于平行，要求比较对象具有可比性，要both logical and structural parallel：
第一题的比较对象是： 1980年的rate of the increase与1970的增长速率比较，同时rate是一个具体数值，不能用fast（快）来修饰，能达到此目的的只有C. What在此处是副词，有the same as的意思。
第二题：也是很明显的比较，land values inside pineland 和land value outside pineland增长速率的比较，结构上显然只有D是满足的。D中than之后的结构是those outside pineland (did)，此处省略了(did)。 E的结构不对，land values inside pineland did（松林内地价的增长）如何能够与land values did outside pineland（地价在松林外的增长）做比？！

非常感谢Kiwi,我今天又研究了一下，对于what是不是能够涵盖第二个题目那么多的涵义，确实存在疑问。

找到一个简单判断的办法

it,they作代词都是指前面的具体先行词，和that,those不同，that，those指代关键词。

所以第一题it指代the rate of increase of minority population，完全没问题

第二题they指代land value in most parts of the pine lands就跟原意矛盾了
