they和it的用法求助

今天看到了千行OG解释，说it是代替前面带着整个名词，如题：
Over 75 percent of the energy produced in France derives from nuclear power, while in Germany it is just over 33 percent.
it 代替的是Over 75 percent of the energy produced in France，所以不对。

今天碰到一个题：

Last year, land values in most parts of thepinelands rose almost so fast, and in some parts even faster than what theydid outside the pinelands.

(B) so fast, and in some parts even faster than, those

(C) as fast, and in some parts even faster than, those

E选项是被问得最多最纠结的一个，我觉得what 用得不对， 但是我想问问这个E的they 能否也跟我上面举的那个例子的it一样被认为是land values in most parts of thepinelands 呢？ 因为曼哈顿SC只是说了that 和those是new copy，没说they也是new copy。不知道理解对不对。
另外，这个E项，what 相当于一个大名词，因此不能看成是把两个动作相比较？
