理解根大家不太一样啊。

我觉得这个E选项造成了paradox啊：

如果结合文章和E选项来看的话就是：

取消关税，农民获利了，农民老老实实种地了，可是加工工厂得不到原料因而倒闭了，因此城市失业率受影响了。

如果不取消关税，工厂没事儿了，可是农民因为没利所以也跑到城市去当农民工了，也造成了城市失业率受影响。

这种属于何种形式的削弱啊？求教
