In one state, all cities and most towns have antismokingordinances. A petition entitled “Petition for Statewide Smoking Restriction” isbeing circulated to voters by campaign workers who ask only, “Do you want tosign a petition for statewide smoking restriction?” The petition advocates astate law banning smoking in most retail establishments and in governmentoffices that are open to the public.
Which of the following circumstances would make thepetition as circulated misleading to voters who understand the proposal asextending the local ordinances statewide?

A.   Health costs associated with smoking causehealth insurance premiums to rise for everyone and so affect nonsmokers.

正确答案是B选项,作如下分析:
首先第一句是关键,在一个state里,所有的cities和大部分的towns有当地的禁烟条例.
这就对应问题中的的local ordinances, 问题中说 voters who understand the proposal as extending the local ordinances statewide,这些voter就是cities和towns中的voter.
那么什么情况下,请愿(petition)将宣传禁烟是statewide的一项活动,对这群voter是误导性的呢?
B选项指出rural areas没有这次请愿主张禁烟的场所,所以不可能将city和town的禁烟条例推广到全州。所以为正确选项。

大部分人选择了C,选择C的错误之处是么有理解问题的含义,问题的含义是请愿运动会让人们误以为情愿是把当地的条例(补充一句,可以推断,当地的条例就有 banning smoking in most retail establishments and in government offices that are open to the public.)推广到全国。而C选项说州法会从轻处理,但是没说这个州法能不能覆盖全州

因为昨天做到这个题,查了一下,确实beatthegame和manhattan都谈得很少,但是我仍然认为选B,因为其他的选项都Irrelevant,不知道有人做过有兴趣分享一下见解吗?或者如果谁看过Ron或者Brett指出过正确答案的,请分享一下,包括附上链接,谢谢。

我的理解
In one state, allcities and most towns have antismoking ordinances, a petition entitled“Petition for Statewide Smoking Restriction” is being circulated to voters bycampaign workers who ask only, “Do you want to sign a petition for statewidesmoking restriction?” The petition advocates a state law banning smoking inmost retail establishments and in government offices that are open to thepublic.

逻辑分析:
1、原文只提到范围,注意现有的law是地区性的,cover all cities, most towns;新提倡的Law是state范围的,想要cover most retail and govern offices that are open to public;感觉有可能地方上的law在地理范围上cover更广,因为小地方可能没有什么retail和open office,也有可能地方law在面上更广,除了retail和office之外还包括公共场合等等;但也不一定,因为没说antismoking ordinances是什么内容,也有可能地方法律不如state law更严格,比如地方法律只是说公共场合禁烟,但是可以卖烟在家里随便抽,而state法律说卖都不能卖。这都是猜想,没有确认
2、可以确认的是原文从来也没有谈到过禁烟的强度

A. Health costs associated with smoking     cause health insurance premiums to rise for everyone and so affect     nonsmokers. (由于这些都是没有提过的概念,我认为Irrelevant)
B. In rural areas of the state, there are     relatively few retail establishments and government offices that are open     to the public. (我觉得因为state law cover不到rural区域,所以误导了voter,他们以为我这里的禁烟也可以拓展到全州,也就是也可以cover这些rural的地方,但是实际上新的提倡的law不能cover这些地方,梦想落空了)
C. The state law would supersede the local     antismoking ordinances, which contain stronger bans than the state law     does. (supersede我觉得可以,因为有了全州的法律之后地方法律suppose应该被覆盖了,但是这个本身没有误导;stronger bans我认为不能误导,这里没有说bans是什么,无法比较state和地方的ban哪个强,再说并没有说人们关心whether the ban is strong,文中只对比了地理位置的coverage)[/url]
D. There is considerable sentiment among     voters in most areas of the state for restriction of smoking. (sentiment无关)
E. The state law would not affect existing local     ordinances banning smoking in places where the fire authorities have     determined that smoking would constitute a fire hazard. (我认为E肯定是错误的,因为state law只说了retail和government office,这些都可能是where the fire authorties have dertermined as place with risk of fire hazard.另外消防局新概念,火灾新概念,应该属于无关)

我看的是GWD的练习题,答案是B,翻了好多资料,看大部分人好像都同意B,就想着是这个答案~~不过算是有收获啦,谢谢你

明显选C,C非常直接。关键在于理解问题,以下哪种情况可能会误导那些本以为这个petition是用于extend the local ordinances statewide的人。所选答案应该能够支持这个petition不是用于extend the local ordiances statewide。


C说这个state law会取代比state law效力更强的local ordiences,这明显说明我不是在extend local ordiences,进而对那些原以为是extend的voter是一种误导。


没有争议,prep12的OA就是C
