我觉得这里面有个比较绕的逻辑就是：既然这么多人表示公路交通不是很拥挤，那么他们怎么会去投票支持铁路系统的扩充来缓解公路的拥挤呢？

我想了一个比较合理的解释就是：因为在很多调查里面，人们常常会被问到“是否觉得做A这件事是有必要的？”人们的反应通常会回答“是”。但是实际上人们的需求也许并非如此。举个例子：政府征求意见说在河两岸修一座桥连接AB两地，以方便大家出行。投票显示很多人都赞同。但是这些表示赞同的人里面很可能很多人一辈子也不会经过这座桥几次，所以就达不到“方便大家出行”这个目的。

也不知道这样的解释LZ觉得合理不？一起探讨啊~~~

A答案的意思应该是：绝大多数支持扩张铁路系统的人都表示（此举施行之后而）不那么拥堵的的高速路汽车往返仍是他们的首选交通方式。【其实说白了就是，那些支持铁路扩张的人都是希望那些和自己抢高速的人去坐火车，但是很明显如果大家都这样想的话就没有扩张的意义了。】

我认为A选项说“大部分在调研中支持扩展铁路的人，都预期‘不再拥堵的高速路汽车往返’是这个措施所能带来的最主要益处”。言外之意，他们都预期有了铁路较少人会再用高速路，但是他们自己却都还要用高速路。
