注意作者的评论:The critics are correct on this point。评论家在这点上是对的。后面的话表示评论家没有考虑将来,如果考虑了将来,评论家的话就是错的。所以作者不是要undermine评论家的话,而是要说明它根本就是FALSE的,只考虑一点,是没考虑到未来。所以D对。A错。而且D说得和原文结构非常吻合:第一个黑体就是作者要反对的,第二就是一个用于表示批评家是错的主要观点。

而且A的prediction, if accurate 也不好,原文用的都是be abound to(=be certain to),这哪像是在预测,这是在说理。也不存在if accurate 的问题。作者就说一定会,不存在if accurate。

我觉着main conclusion应该是

implementing the plan will probably not reduce the money going to Aroca’s schools.

而支持它的evidence应该是

are certain to draw large numbers of shoppers from neighboring municipalities, where

sales are taxed at rates of six percent and more.

由该evidence作出的预测(支持conclusion)是:retail sales in Aroca  City are bound to increase substantially.
