B is irrelevant , since it is concerned on cost to maintainance.
这里并不是more money went into insurance,而是 more percentage of money went to injuries in car accidents。Siebel的解释是对的,因为这些money是付给受伤的人的,所以说明这些年来health care 的cost (比如手术,治疗,住院等相关的injure以后的care)增加剧烈。
