作文素材积累专帖（今日话题：Issue 53）

1.承认必要性，一方面很多学生家里没有足够的财力支持大学的学费，因而免去他们的学费会让他们顺利进入大学学习，而避免一时之困而失去最好的学习机会。
2.但全部免费可能带来的不好的效果就是，我们不能保证全部学生享受这一政策之后不会变懒，不思进取，从而浪费纳税人的钱。
