Issue要考虑到问题的复杂性，这个题目，可能涉及到对同一个人，做得好的行为和做的不好的行为，该怎么对待，是只表扬好的，而忽视不好的，有什么后果？还是该表扬的表扬该指出的的指出，后果又会如何？再就是对不同的人，同样的行为，该如何对待，又会有什么后果。
