这题我觉得C项可以这么理解，C项说bus有少于四分之一的时间是把游客从一个地方带到另一个地方，言外之意就是大部分时间都是idled，这样就可以加入到原文的推理中了。因为大部分时间idled，建立停车场可以缓解，从而减少危害。
