A -- fule 是指natrual gas 和 oil。如果A取非，燃料总消耗增长量快于燃料总生产量，那么不管是natrual gas 还是oil 都需要进口。

C -- 取非。就说会有另外一种类型的fule可以替代oil,这样就会减少哪个国家的燃料压力。所以只会加强原命题。
