Because of it look ambiguous for me when I read A.
There are two posibile antecedants of A
1) Jupiter, which ( of course, it look like ridiculus)
2) planets, ... , which
For C beause N, ving cannot modifier N so the 1st above posibility was eliminated. Only planets can be antecedant of ving.
Also pls ref Manhattan SC strategy guide:
3. A shortnon-essentialphrase intervenes and is set off by commas.
Right: Our system of Presidential elections favorsstates,such as Delaware, that by population are over-represented in the Electoral College.

我的看法是那个most of them 就是个插入语，左右两个逗号也是完全属于他的。
结构就是 SVO, non-essenial modifier, ving
既然是插入语，扔掉就好了，结构还是 SVO ving, ving修饰宾语massive planets.

which结构上可以修饰jupiter（... Jupiter, which)，也可以修饰planets（... planets, ....., which)
而C选项
Jupiter, most of them at least as large as Jupiter, circling
因为只可能是Jupiter, ..., Ving 的形式。因为 planets, ving 中，ving不能修饰planets.所以这种修饰不会有歧义。
至于为什么Jupiter, ..., Ving 中ving可以跨越插入语修饰Jupiter参照manhattan这个知识点。
