One way to judge the performance ofa company is to compare it with other companies. This technique,
commonly called "benchmarking," permits the manager ofa company to discover better industrial practices
and can provide a justification for the adoption of good practices.

题干问的意思是说, 选项中哪一个不可以justify有些公司的这种做法: benchmark那些和自己没有竞争的公司的performance而不是benchmark自己的竞争对手.

A说在竞争对手之间的benchmark一般只是focus一些已经被employ的practice, 所以A选项是可以justify文中的做法的因为已经被用过的practice并没有很helpful对于公司发展来说.
B说的inside info就是指在competitors之间的info,这种indo很难get到所以也justify了不在竞争对手间benchmark的做法.
C基本上是个很完整的因为所以道出了为什么要在noncompetitors间benchmark, 因为那样做可以有aid in beating competitors.
D说managers比较接受outside的new ideas, 也就是说benchmark不是竞争者的公司比较容易被采纳.
E选项完全没有谈到业界内业界外, 而是说了special circumstances, 五官选项.

个人觉得,默认是 competitor 属于同一个行业，noncompetitor属于 不同行业，这样 d即可排除，e也更合理了

我觉得E选项所说的special circumstances应该是指同行业内的公司共同面临的环境。
所以这个就正好是比较了competitors，就选这个了~

刚刚重新看了102题，感觉8楼elinkwok分析的A到D非常合理，E选项的分析9楼的和我想的一样。正好是和题干描述相反的陈述。
