句子简写后成为： Appoints are made be the President.？？？感觉实在不通啊？

感觉很难用make sth be sth 来解释-----如果appoints are made的执行者是A，be the President 的执行者是B。显然A和B是不同个体。这怎么解释呢？奇怪......

思路：需要动词，看c、d，d没有这种用法，选c。c确实也不顺眼。
