You have a point here. However, I think that ETS has its way of critical thinking. In problems such as this one, to support the conclusion, ETS normally give an answer that rules out other possibilities (or another possibility) that contribute to the difference. For example, the answer can also be "two races are in the same weather condition" etc. But human factor is always the # 1 factor in considering this type of problems, as people can vary greatly in quality. So A is the best answer in ruling out the human factor.
B is not the right choice because you still have to make an assumption: these cyclists are of comparable quality. If one group is composed of professionals and the other amateurs, it will not support the argument. A does not need any additional assumption. And that is why it is the best choice.
