It depends on how you see it. In terms of graduate placement, maybe lower than Top30. In terms of student publication, it's definitely within Top20. In terms of publication record in general, 5th-10th in the world I think.
Liang is sharp. He made some good points. Maybe some consulting or services to the society sounds cool. But for now, they should not be your aim, nor your motivation for PhD. The only legitimate motivation for pursuing a phd is research. PS. HKUST may have publication record in par with top 10-20ish school.
