In one state, all cities and most towns have antismoking ordinances. 是不是因为这句“voters who understand the praposal as extending the local ordinances statewide”? 如果local ordinances根据fire authorities的要求在某些地方禁烟，而state law又没有包含这些条款，那这个新法律就不是“extending the local ordinances statewide”了，就会有misleading voters的意思了。
