这是原文的三句话

我觉得要体会作者的口气和逻辑意思，结合文章最后一段

呼吁法令制定部门提前通知工厂哪些污染不允许排放，也就是提醒他们不要在这样的机器上花冤枉钱，因为新机器可以避免法令的处罚，这和B很吻合，

而C中although。。。despite。。。原文没有任何地方暗示工厂顶风作案，不顾处罚，继续使用老机器

我觉得第10题选C.

A中"cannot be adapted so as to reduce production" 有问题.原因有二.
第一,文中说"older production technologies often
        continue to generate toxic wastes", 既然是often,就没有一棒子打死,可能存在用老技术减少排放(或根本不产生SO2)的情况.
第二,"减少排放So2"原文根本没有讨论.原文只讨论两种情况:老技术产生SO2;新技术不产生SO2(因为生产过程不同). new facilities generally avoid processes,至于在生产过程相同的情况下,新老技术能不能减少排放量并不知道.  概括来说,"减少不减少"与"产生不产生"是两码事.

B中的"no longer permitted"不对,因为文中说了New regulations have imposed extensive compliance costs on companies still using older industrial coal-fired burners that generate high sulfur dioxide and nitrogen oxide outputs. 也就是只对那些使用旧式的、会产生大量SO2的燃煤炉的厂加大惩处力度. 至于那些只产生少量SO2的厂,没影响.
