觉得A和C都不是很充分，但A比C好些

A -> 旧的设备肯定不适合了，为了减少污染物排放，说得过去。（ADAPTED，没有改造的意思吧！）

C -> 虽然被征重税，但还在使用。。。不知道啊，只知道新的工厂避免使用这种设备了从而减轻了法规带来的影响，而旧工厂无法避免这种影响，但接下来怎么办，没有提到。

我为什么越读越觉得是E呢？

我觉得应该从文章的中心意思来选择，从前文的论述中得知，小厂承受不了改造的费用所以小厂情愿以受罚的代价也要用原来的老方法，试想如果改造成新技术的费用小于罚金的话，那么就不存在这个问题了，再来分析争议选项

A、Older production technologies cannot be adapted so as to reduce production of these outputs as waste products.问题的关键不在于能否改造，而在于改造的成本，如果旧技术为了适应新规定，改造的成本大于罚金的话，即使可行，也没有小厂愿意做

C、Although these outputs are environmentally hazardous, some plants still generate them as waste products despite the high compliance costs they impose
                    我认为，该项依然没有说出问题的本质，不是小厂不愿意改造，或采用新技术，而是承受不了费用

C颠倒了因果。原文说的是对继续使用的公司征收高费用，而不是C中所说得尽管征收高费用还继续使用。所以C错，选A。

很正确！

前面有人说要向前定位到26-31，而26-31只是说了有公司继续用老技术。这是要征收高费用的原因，而不是说征高费还用老技术。

再者，本题的题干是According to the passage，选C是自己意想了很多，不是原文也不是改写。

 选A正确。

然后后面说，环境保护经理意识到了discretion且不是所有的企业都会被相同对待，那就是说，有些排污的企业虽然说法律是不让排的但是还是再缴纳了高昂的费用之后继续的排

原因之前的文章说了，因为在老技术出来的时候，排放的这些东西不属于禁排，所以还是保留着，但是新的企业就不行了，这就是环境经理们感到不爽之所在

这也是B错的原因，因为还是有工厂在这样干的。
